Objectives of the Course

To learn the institutions of the Ottoman Empire and to understand the changes made in these institutions, especially in the administration of the state, especially in the administration of the sovereign institutions and the authority and responsibility of these institutions to learn. Sultan; Authority and responsibilities, Income; Central Organization: Divan-ı hümayun, members of the Divan-ı hümayun, Divan-ı hümayun items, Ottoman bureaucracy, Ottoman diplomacy, changes in central organization after Tanzimat; Provincial Organization: State and beylerbeyi, Sancak and sancakbeyi, Other provincial officials, Timar system, changes in the provincial organization after the Tanzimat; İlmiye Organization: The system, the education system, the Kaza system, the ulema in the bureaucracy, the changes in the ilmiye after Tanzimat; Law: General structure of the law, the relationship between the courts, the Fatwa and the kaza, after the Tanzimat law and courts. Understanding of dominance in the Ottomans, Central organization and functioning: Vezîr-i âzam, KubbeVezirleri, Registers, Kadıaskerler, Shooter and other officials. Provincial Organization, Ottoman Society, legal, military, scientific, religious and social structures, navy organization.

Ottoman rule and based on that basic concept . Ottoman state , country, society. The Sultan and the Sultan institution consisting system. Sultanate ceremonies . Princes institution. tradition and palaces of the Ottoman palace . enderun part of the palace . Utilization system. Recruiting system. Divan-i Humayun's functions and duties . Divan-i Humayun's members, agencies and officials. Ottoman Finance and Corporate Structure. Provincial Organization of the Ottoman Empire. Organization of the Ottoman İlmiye . Foundations.

Learning Outcomes
1.The tradition of state and state administration and the understanding of the institutions that make up this tradition.
2.Who is the Sultan? How to Become a Sultan? Who is the sultan? Having knowledge about management by answering these questions
3.To learn the powers and responsibilities of the Divan-ı Hümayun and the members of this institution which are effective in the Ottoman State tradition.
4.Learning the irme Devşirme ”and the Devşirme Law, which constitute the ruling and military class of the Ottoman Empire.
5.Getting information about the revenues and fiscal organization of the Ottoman Empire
6.To learn the diplomacy of Ottoman bureaucracy and foreign states and to understand how the state gained power in this respect.
7.Evaluating the process of preparation for Tanzimat in order to understand the innovations in state administration and institutions in the process that started in the Tanzimat period
8.Learning of all Ottoman State Institutions in general.
