Objectives of the Course

The aim of this course is to examine the concept of the budget, one of the main components of public finance, in both theoretical and practical terms. It aims to provide students with knowledge about the preparation, implementation, and auditing processes of public budgets. Additionally, it seeks to ensure that students understand the functioning of the budget process within the framework of the Turkish budgetary system, along with its constitutional and legal foundations.

Course Content

This course covers the concept of the budget, the historical development of budgeting, types of budgets, budgetary principles, and budget systems. It also provides a detailed analysis of the preparation, enactment, implementation, and auditing processes of the budget. The course includes topics such as the central government budget process in Turkey, multi-year budgeting approach, performance-based budgeting based on strategic planning, and the closure of the budget at the end of the fiscal period.

Week 1 - Theoretical
Concept of budget and Its role in public finance, definition and importance of the budget, its role within public finance.
Week 2 - Theoretical
Historical development of budgeting, historical evolution of budgeting in the world and in Türkiye.
Week 3 - Theoretical
Types of Budgets; Analysis of classical, program, performance-based and other budget types.
Week 4 - Theoretical
Budgetary Principles; Traditional and modern budget principles, their application in practice.
Week 5 - Theoretical
Budgetary Systems; Comparison of budgeting systems with international examples.
Week 6 - Theoretical
Legal Foundations of the Budget System in Turkey; Constitutional and legal regulations such as the Public Financial Management and Control Law No. 5018.
Week 7 - Theoretical
Budget preparation process, the process of preparing the central government budget and inter-institutional relations.
Week 8 - Theoretical
Enactment of the budget, parliamentary discussions, approval process, and relevant commissions.
Week 9 - Theoretical
Budget Implementation; Spending units, appropriation use, and ensuring budget discipline.
Week 10 - Theoretical
Strategic Planning and Performance-Based Budgeting, Functioning of the performance-based budgeting system in Turkey.

Multi-Year budgeting, medium-term programs, budget forecasts, and implementation processes.

Budget auditing, audit by the Court of Accounts, internal audit, and financial control processes.
