Objectives of the Course

The aim of the course is to familiarise students with the basic concepts related to local government such as decentralization, public and private provision of local goods and services. .

Course Content

Fiscal federalism. The philosophy of decentralization and the concept of local administration. The division of local and central authorities, local government structure models. The economics of local government. Intergovernmental fiscal relations, revenues and expenditures of local government, intergovernmental grants, regional developments.

Learning Outcomes
1.To be able to comprehend the principles of local administration, particularly principles of democracy and autonomy
2.To be able to comprehend and explain the reasons of Existence of Local Governments in that political, economic and administrative aspects
3.To be able to comprehend that Special Provincial Administrations-District Municipalities and villages finances
4.The economic functions of local governments and local public goods and services The size of financial relations between administrations shall be informed about the sharing of services and revenues between administrations.
5.Efficiency and pricing are learned in the supply of local public services.
