Objectives of the Course

This course addresses labor relations in the public sector through historical, theoretical, and legal perspectives. It explores the nature of public service and the foundational principles of the civil service system, focusing on the employment status, job security, working conditions, and disciplinary procedures of public employees. The course also examines public sector unionism, the historical evolution of civil servant unions, the right to organize, collective bargaining mechanisms, and legal restrictions on the right to strike. National regulations are discussed in comparison with international standards, particularly those established by the ILO conventions and the European Social Charter. The role of the state as the public employer, social dialogue mechanisms, and the democratic representation rights of public employees are also integral components of the course.

This course provides a historical, theoretical, and legal overview of labor relations in the public sector. It focuses on public service principles, the civil servant system, union rights, collective bargaining frameworks, and strike restrictions, while offering a comparative analysis of Turkish and international standards.

4.Analyzes social dialogue mechanisms and the role of the public employer; evaluates them from the perspectives of democratic participation and public interest.
5.Evaluates labor relations in the public sector through an integrated approach by linking the disciplines of social policy, industrial relations, and public administration.
