The aim of this course is to provide students with a comprehensive understanding of the basic concepts and historical development of personnel management, while distinguishing it from human resource management in theoretical and functional terms. The course equips students with the knowledge and skills necessary to manage key processes such as recruitment, placement, training, performance appraisal, compensation, career development, and disciplinary procedures. By comparing public and private sector practices, the course also aims to enhance students’ decision-making competencies in line with principles of ethics, efficiency, and employee satisfaction.
The course begins with the conceptual framework and historical evolution of personnel management, including its relationship with human resource management. Core topics include staffing, selection, placement, training and development, performance appraisal, wage systems, compensation, career planning, termination processes, disciplinary procedures, and public–private sector comparisons. The course also explores the role of personnel management in enhancing organizational efficiency, motivation, job satisfaction, and ethical conduct.
