The aim of the course is to provide the students with the basic knowledge of the discipline and profession of public administration with its theoretical and practical dimensions in a historical perspective and to give a general understanding of the Turkish public administration system.
The topics covered in the course include the concepts and theories of public administration, the development and principles of public administration, the concept of state and basic elements of the state, the bureaucratic organization of public administration at the central and local levels, public good and public service approaches, the financial aspect of local governments, financial instruments in public administration, new tendencies and techniques in public administration and their applicability, public finance management, implementation of e-government, main problems of public bureaucracy, ethical issues in public administration and administrative corruption, the interaction between civil society and the public realm, new public management approach and the movement of new public administration, the Constitutional principles of Turkish public administration and the current structural and functional features of Turkish public administration.
