Objectives of the Course

The objective of this course is to comprehend the details of Public Administration and management theories; grasp the relationship between public administration approaches and the contemporary system; enhance the ability to conduct research on public administration theories and develop ideas; present research on public administration approaches to the community and engage in discussions on the subject; and cultivate the skills to explore resources and conduct qualitative/quantitative research on Public Administration and management theories. This course is considered fundamental for acquiring literature knowledge in management science and learning key concepts and theories. The topics covered serve as a theoretical foundation for other courses. The course begins with an analysis of terms and concepts related to defining the phenomenon of management. Among these terms are crucial concepts such as power, authority, coercion-violence-force, consent, legitimacy, inequality, hierarchy, and others. Subsequently, the managerial function/activity is addressed, evaluating this function within the context of organizational activities and the production of goods/services. In this context, principles of institutionalization/organization (unity of purpose and command, definition of tasks/duties, division of labor and specialization, parallelism in authority and responsibility, etc.), processes (POSDCoRB), and types (different forms of state and institutions) come to the forefront. Throughout the exploration of these topics, an emphasis is placed on universality while considering the historical changes in societal conditions and local/national specificities in a detailed manner. The emergence of concepts, their evolution in meaning, and the acquisition of additional connotations in historical contexts are scrutinized by establishing causal connections with societal realities.

Course Content

In the course, terms and concepts related to defining the phenomenon of management, such as power, authority, coercion-violence-force, consent, legitimacy, inequality, hierarchy, and others, are thoroughly examined. These terms undergo a comprehensive analysis to understand the complexity and diversity of the phenomenon of management. The role of power, authority, and violence, how the concept of consent is shaped, and how legitimacy is established are scrutinized, elucidating detailed relationships between these terms. Subsequently, the course addresses the function and activity of management. It provides a perspective on how an organization can be effectively and efficiently directed, organized, and managed. In this context, principles of institutionalization and organization, definition of tasks and duties, division of labor and specialization, parallelism in authority and responsibility are emphasized, delving into the functional dimension of management in detail. These two main topics are presented to students in the course to help them understand the phenomenon of management from both a theoretical and practical perspective. The fundamental concepts covered in the course aim to lay a solid foundation for advanced studies in the field of management science, providing students with in-depth knowledge.
