Objectives of the Course

The course aims to teach the tools and methods of examining public policy through different political theoretical approaches. Another objective of the course is to illustrate how these different political approaches can be utilized in the analysis of public policy. Concrete examples of public policies will be used in the course to explore the applications of each theoretical approach.

Course Content

In Turkey, public policies represent an interdisciplinary trend that emerged in the post-1950 era, aiming to contribute to the development of future policies through the analysis of applied public policies. This course primarily aims to evaluate the implemented public policies. In this context, models used in the analysis of existing policies will be examined. The course covers topics such as the public policy approach, the policy process and its elements, policy determination (actors, policy directives, constraints on the clarity of policy statements), policy implementation (actors, organizational structures, bureaucratic norms, communication networks, barriers to implementation), and policy evaluation (evaluation standards, barriers to evaluation, program termination)
