The course "Ottoman Bureaucracy and Sublime Porte", aims to examine the formation of the Ottoman bureaucratic structure, the changes in the structure and different phases that Ottoman bureaucracy went through during the modernization period.

In this course, the terms of bureaucracy and Ottoman bureaucracy will be discussed and the emergence of the administrative group, stagnation of the Ottoman Statae and its impact on the central bureaucracy, providing of Sultan’s power and the emergence of civilian bureuacracy will be studied. Also, the rising power of this civilian bureuacracy during the Tanzimat era and the distribution of the Sultan’s authority and power; afterwards, the efforts of balance and the shift from distributed authority to Sultan’s authority, Sultan Abdulhamid II and the situation of the Ottoman bureaucracy during the collapse period will be studied.
