Objectives of the Course

The course "Nineteenth Century Ottoman Provincial Administration and Municipalism" aims to evaluate the transformations of the Ottoman provincial administration through the institutions, events, persons, and places.

Course Content

In this course, the concept “rural” will be built on the terms of province, sanjak and district and the relations between centre and rural area will be taken into consideration in lights of these terms. Herein, terms such as tax collector, ayan and voyvoda will be understood in the context of rural administration. Also, the changes in the administration of rural areas in 19th century will be studied with respect to the Royal Edict of Gulhane, provincial regulations, 1858 Law of Land and Nevahi regulations. The shift of Ottoman rural administration to municipalism and the emergence of Ottoman municipalism, local councils and local administrations will be studied taking the regulations into consideration. The emergence of municipalism and the first examples of it will be examined in details.
