The aim of this course is to analyze the transformation of the state’s economic functions from a historical and theoretical perspective. It seeks to equip students with the ability to critically examine how public finance policies—particularly government revenue and expenditure—are shaped within the framework of political economy. The course focuses on the impact of neoliberal transformations on public economics and explores how public finance is structured under different political and economic regimes. Additionally, it aims to develop an analytical perspective that enables students to assess the social and class-based implications of public spending, taxation, and borrowing policies.
This course examines the concept of the state from a public finance perspective through historical, theoretical, and economic lenses. It provides a comprehensive analysis of the roles that key components such as public expenditures, public revenues, borrowing, and budgeting play in achieving the objectives of public finance. Throughout the course, students are offered opportunities to develop critical thinking and an analytical approach.
