Objectives of the Course

The aim is to enable students to grasp the concepts of ethics and morality at a theoretical level, to recognize the ethical issues they may encounter in the land registry and cadastre sector (public interest, impartiality, respect for property rights, confidentiality, etc.), and to equip them with the ability to make decisions in accordance with the law and professional values ??in the face of these issues.

Course Content

The concepts of ethics and morality, ethical principles for public officials and the General Directorate of Land Registry and Cadastre (TKGM); transparency of the land registry, TAKBİS data security and the Personal Data Protection Law (KVKK); impartiality and technical accuracy in cadastral measurements; combating forgery, conflicts of interest and bribery in land registry; professional communication, occupational safety and health/environmental principles and lifelong learning awareness are examined through case studies.

Week 1 - Theoretical & Practice
The definition of ethics and morality, fundamental ethical theories; educational expectations and conceptual debates.
Week 2 - Theoretical & Practice
The concept of professional ethics, its historical development; a comparison of the ethical codes of different professional groups.
Week 3 - Theoretical & Practice
Public Officials' Code of Ethical Conduct legislation; case studies from Public Ethics Board decisions.
Week 4 - Theoretical & Practice
General Directorate of Land Registry and Cadastre personnel ethics guidelines; review of internal ethics statements.
Week 5 - Theoretical & Practice
Public responsibility for property rights; analysis of ECHR and Council of State decisions regarding rights violations.
Week 6 - Theoretical & Practice
Balancing the principle of transparency in land registration with the Personal Data Protection Law (KVKK); cases of unauthorized inquiries and information sharing on TAKBİS (Land Registry Information System).

Accuracy in cadastral measurements; technician impartiality in boundary disputes and case analysis.

Combating Conflicts of Interest and Corruption: The ban on accepting gifts; discussions on the limits of "speeding up business," "gifts," and "bribes" in the sector.

Preventing Forgery in Land Registry: Security ethics in transactions; analysis of cases involving forged power of attorney, use of lookalikes, and identity fraud.

Real Estate Valuation and Zoning Ethics: Examination of reports of bias and irregularities in expropriation and zoning applications and valuation processes.
Week 12 - Theoretical & Practice
Professional Communication and Unfair Competition: Peer relations; ethical boundaries between the LİHKAB (License and Quality Control Board), private offices, and public personnel.
Week 13 - Theoretical & Practice
The Ethical Dimension of Occupational Health and Safety and Environmental Principles: Occupational health and safety in field and office work; ethical and legal responsibility of technicians in cases of occupational health and safety violations.
Week 14 - Theoretical & Practice
Digital Transformation and Lifelong Learning: Technological advancements (blockchain land registry systems, artificial intelligence); awareness of legislative changes.
