Objectives of the Course

To provide knowledge about the historical development, institutional structure, legal system, and fundamental policies of the European Union; to develop the ability to analyze the historical development of Turkey-European Union relations, the accession process, negotiation chapters, and current developments; To train individuals who can assess the impact of the European Union acquis on public administration and local governments, and interpret the applications of EU funds, regional development, local democracy, and project management.

Course Content

The historical development of the European integration movement; the establishment of the European Union, its fundamental institutions, and decision-making mechanisms; the European Union’s legal system and core policies; the historical development of Turkey-European Union relations, the Ankara Agreement, the Customs Union, and the process of full membership; candidate status and the negotiation process; the European Union’s approach to public administration, local governments, and local democracy; the principle of subsidiarity (local autonomy), regional policy, and cohesion policies; European Union financial assistance and pre-accession financial assistance instruments (IPA); European Union project management practices in local governments; sustainable development, environmental policies, digital transformation, and the principles of good governance; current developments in Turkey-EU relations and assessments of the future are covered in this course.

5.Explains the implementation of European Union financial assistance programs and project management processes in local governments.
6.Critically evaluates current developments in Turkey–European Union relations in accordance with scientific and ethical principles.

Week 1 - Theoretical
The emergence of the idea of European integration and the historical development of the European Union.
Week 2 - Theoretical
The legal structure, core values, objectives, and enlargement policy of the European Union.
Week 3 - Theoretical
The institutional structure of the European Union: the European Council, the Council of the European Union, the European Commission, the European Parliament, the Court of Justice of the European Union, and other institutions.
Week 4 - Theoretical
The European Union's decision-making mechanisms and key policy areas.
Week 5 - Theoretical
The historical development of Turkey-European Union relations: the Ankara Agreement, the Additional Protocol, and the Customs Union.
Week 6 - Theoretical
Turkey's European Union accession process, negotiation chapters, and harmonization efforts.
Week 7 - Theoretical
European Union acquis and public administration reforms in Turkey.
Week 8 - Theoretical & Practice
Overall Assessment

Local governments in the European Union, the principle of subsidiarity, and the European Charter of Local Self-Government.

Current developments, opportunities, and challenges in Turkey-European Union relations; analyses of sample projects and implementations.
