Objectives of the Course

The aim of this course is; By examining the economic and financial justifications of public debt, sources of public debt, debt management processes, macroeconomic effects of debt and sustainable public debt policies within the framework of fiscal science, the aim is to enable students to acquire theoretical knowledge about public debt, evaluate current practices and develop an analytical perspective on public debt management.

Course Content

This course covers the theoretical foundations of government borrowing, the reasons and purposes of public borrowing, the classification of public debt, domestic and foreign borrowing methods, borrowing instruments, public debt management, debt sustainability, the economic and financial effects of borrowing, the relationship between public debt and budget and economic policies, the historical development of public borrowing in Türkiye, current public debt management practices, and an examination of international public borrowing examples.
