The objective of this course is to introduce students to the fundamental principles of administrative law, the organizational structure of public administration, and the operational mechanisms of the administration. Furthermore, it aims to provide students with a basic legal perspective in relations with public institutions and administrative disputes by introducing the legal statuses of independent administrative authorities (BRSA, IPMRA, CMB, etc.) that directly concern the finance, banking, and insurance sectors, the administration's powers to establish unilateral transactions and impose administrative sanctions, the principles of public service, and the financial liability of the administration.

Definition, characteristics, sources, and fundamental principles of administrative law; administrative organizational structure of Turkey (principles of centralization and decentralization); the concept of public legal entity; legal structure of regulatory and supervisory institutions (independent administrative authorities); the concept, elements, and invalidity of administrative acts; administrative contracts; the concept and principles of public service; law enforcement activities of the administration; public servants (civil servants and other personnel) law; financial liability of the administration (service fault and strict liability); administrative judicial system and annulment/full remedy lawsuits.
