Objectives of the Course

The aim of this course is to teach the fundamental principles and operational processes of treasury management in the public sector. It aims to provide students with knowledge about central government treasury operations, cash and debt management, and domestic and external borrowing processes. Additionally, the course seeks to develop an analytical perspective on the structure of treasury operations in Turkey, the institutions involved, and their alignment with international standards.

Course Content

This course covers the scope, functioning, and importance of treasury operations in the public sector. Key topics include cash management, borrowing processes, management of domestic and external debt, treasury cash planning, and treasury guarantees. Additionally, the course examines the institutional structure of treasury operations in Turkey, the duties of the Ministry of Treasury and Finance, debt instruments, and international treasury practices through comparative analysis.
