Objectives of the Course

The aim of this course is to analyze the structure, functioning, and financing methods of social security systems. It aims to provide students with knowledge about the historical development, functions, and roles of social security and parafiscal institutions within the economic system. Additionally, the course seeks to compare social security practices in Turkey with systems in other countries.

Course Content

This course covers the historical development of social security systems, as well as the scope and components of social security. It explains the concepts of social insurance, social assistance, and social services; and evaluates the financing methods and sustainability of these systems. In addition, the course examines Turkey's social security institutions (such as SGK and İşkur) and parafiscal institutions (such as professional chambers, associations, and public funds) in detail, along with international comparisons.

Introduction to Social Security ; Concept, historical development, and basic components of social security.
Week 2 - Theoretical
Objectives and Principles of Social Security; Main goals such as protection, income security, solidarity, and justice.
Week 3 - Theoretical
Concept of Social Insurance; Insurance systems related to retirement, illness, unemployment, work accidents, and occupational diseases.
Week 4 - Theoretical
Social Assistance and Social Services; Needs-based support mechanisms and the concept of social services.

Financing of Social Security; Contribution-based systems, general budget financing, and sustainability.
