This course aims to introduce the fundamental concepts of natural resource and environmental economics from a public finance perspective. Students will learn to analyze the intertemporal allocation of renewable and non-renewable resources, externalities, public goods, environmental valuation methods, and policy instruments for environmental management. The course develops an understanding of the economic foundations of environmental problems and the rationale for government intervention.
The course covers resource allocation, the Hotelling rule, management of renewable and non-renewable resources, taxation of resource rents, externalities, Pigouvian taxation, the Coase approach, tradable permits, public goods, and environmental valuation methods. The economic and fiscal dimensions of environmental policy are examined through theoretical analysis and numerical applications.
