Objectives of the Course

This course examines the economic and fiscal dimensions of climate change from a public finance perspective. Topics include carbon pricing, emissions trading, the social cost of carbon, international climate cooperation, adaptation policies, climate risks, insurance mechanisms, and resilience investments. The course aims to develop students’ analytical skills in the design and evaluation of climate policies.

Course Content

The course covers the economic foundations of climate change, carbon taxes, emissions trading systems, climate policy under uncertainty, the social cost of carbon, international climate cooperation, carbon leakage, border carbon adjustments, adaptation policies, risk management, insurance mechanisms, public adaptation investments, and the financing of climate resilience. Theoretical analysis is complemented by numerical applications and policy evaluations.

4.Assess climate adaptation investments, insurance mechanisms, and risk-management tools from a public finance perspective.
5.Evaluate climate policy options with respect to economic efficiency, fiscal sustainability, and climate justice.
