Objectives of the Course

The objective of this course is to develop students’ ability to evaluate the economic, social, and political consequences of public finance decisions through simulations, negotiations, and applied policy analysis. The course examines key issues in public revenue, public expenditure, budget balance, public debt, and resource allocation using realistic policy scenarios.

Course Content

Public revenues and expenditures, budget policy, public borrowing, fiscal sustainability, taxation, and the financing of public services. Students work in teams representing different ideological and political perspectives to evaluate policy and financing alternatives for major public finance challenges. Through budget simulations, decision-making exercises, negotiations, and outcome analysis, the course explores the effects of fiscal choices on economic growth, employment, income distribution, and fiscal balance.
