Objectives of the Course

The course aims to familiarize students with the principles of professional ethics, public service ethics, and academic ethics in the field of public finance, to enhance their ability to analyze and resolve ethical dilemmas, and to develop the written, oral, and digital institutional communication skills required for professional practice in both public institutions and the private sector.

Course Content

This course covers the concepts of ethics, morality, and professional ethics; public service ethics; ethical principles and ethical dilemmas in the field of public finance; ethics in the use of public resources; transparency, accountability, conflicts of interest, and anti-corruption. It also addresses the fundamental principles of institutional communication, effective oral and written communication, official correspondence, digital communication, social media ethics, presentation skills, teamwork, crisis communication, and professional communication practices in public institutions. Through case studies and practical applications, the course aims to develop students' ethical decision-making and institutional communication skills.

Learning Outcomes
1.To be able to explain the concepts of ethics, morality, and professional ethics.
2.To be able to interpret the principles of ethics and codes of ethical conduct in public service. To be able to evaluate ethical risks in taxation, budgeting, auditing, and public expenditure processes.
3.To be able to prepare official correspondence, e-mails, and reports in accordance with the principles of institutional communication. To be able to explain the fundamental principles of institutional communication.
4.To be able to demonstrate effective oral communication, presentation, meeting management, and teamwork skills. To be able to use digital communication tools in accordance with ethical principles.
5.To be able to apply the principles of academic integrity and the rules of research ethics.
