Objectives of the Course

The aim of this course is to show that public administration students are likely to encounter a series of ethical dilemmas within the public administration apparatus in which they will work in the future, and to provide the necessary intellectual foundation to enable them to make decisions in accordance with the ethical principles required by public duty. In this context, it is aimed to ensure that students internalize the ethical public administration principles with their philosophical roots and the application principles for public personnel.

Course Content

Definition of ethical discipline, public accountability, the development of concepts of citizenship and civil service, public administration, principles of ethics, public management issues related to the moral dilemmas of applications, types of public administration, corruption, and corruption, public management approaches, ethical understanding, comparing the effects of international ethical standards and monitoring bodies
