Objectives of the Course

The aim is to comprehensively examine the Turkish Public Personnel System, transition from the civil service regime to the contracted personnel system, understanding the preparers of this transition, transitioning from public personnel management to strategic human resources management, and investigating workplace personnel issues.

Course Content

Examining closely the widespread and subsequent restriction of subcontractor relationships in the civil service system, the regulations made for this purpose after the 1980s, the civil service regime, constitutional rights and obligations of civil servants, disciplinary system, performance management in the public sector, ethics, and concepts such as workplace bullying (mobbing), the evolution of the public personnel system in the present day is being evaluated.
