Objectives of the Course

The aim of this course is to enable students to understand the fundamental concepts of administrative science, management processes, organizational structures, management functions, and contemporary management approaches. The course examines the historical development of management theories, planning, organizing, directing, coordination, and control processes, as well as decision-making, leadership, motivation, communication, ethics, governance, digital transformation, and contemporary management practices in public administration. It aims to develop students' analytical skills in evaluating management processes.

Course Content

This course covers the fundamental concepts of administrative science, the historical development of management thought, classical, neo-classical, and contemporary management theories, management functions, organizational structures, decision-making processes, leadership, motivation, communication, human resource management, ethics and social responsibility, governance, digital transformation and innovative management practices in public administration, management processes in local governments, and current management approaches.

Week 1 - Theoretical
Introduction to management science: Concepts of management, organization, and structure; the development of management science and its relationship with other social sciences.
Week 2 - Theoretical
Historical development of management thought and classical management approaches (Scientific Management, Management Process and Bureaucracy Theory).
Week 3 - Theoretical
Neo-classical management approach: Human relations, behavioral approaches and foundations of organizational behavior.
Week 4 - Theoretical
Modern and contemporary management approaches: System, contingency, total quality management, governance and strategic management.
Week 5 - Theoretical
Basic functions of management I: Planning and decision-making processes.
Week 6 - Theoretical
Basic functions of management II: Organizing, delegating authority, centralization and organizational structures.
Week 7 - Theoretical

Digital transformation, e-government applications, information technologies and innovative applications in management.

Current management problems, case studies and evaluation of local government practices.
