The aim of this course is to provide students with a comprehensive understanding of the fundamental concepts, principles, legal framework, and practices of public personnel management. The course enables students to examine the structure of the public personnel system, human resource management practices in public institutions—particularly local governments—the legal status, rights, and responsibilities of public employees, as well as performance management, ethical principles, career systems, and contemporary personnel policies. It also aims to develop students' ability to analyze current challenges in public personnel management and propose solutions in accordance with legislation and modern public management approaches.
This course covers the fundamental concepts, historical development, and personnel systems of public personnel management; the legal framework of the public personnel system; classification, recruitment, promotion, career and merit principles; human resource planning, personnel selection, training and development, performance appraisal, compensation, and motivation; disciplinary procedures, ethical principles, and the rights, duties, and responsibilities of public employees. The course also examines personnel management practices in local governments, digital human resource management, strategic human resource management, and recent reforms in public personnel administration.
