The aim of this course is to enable students to understand the fundamental concepts of constitutional law, the principles of constitutional government, the organization of the state, fundamental rights and freedoms, the principle of separation of powers, and constitutional review mechanisms. Within the framework of the Constitution of the Republic of Türkiye, the course examines the functions and powers of the legislative, executive, and judicial branches, constitutional principles, the democratic state governed by the rule of law, the protection of human rights, constitutional adjudication, and the constitutional status of local governments. The course aims to develop students' ability to evaluate the constitutional order from both legal and administrative perspectives.
This course covers the fundamental concepts of constitutional law, constitutionalism, and types of constitutions; the fundamental characteristics of the state; the principles of sovereignty, democracy, and the rule of law; fundamental rights and freedoms; the organization, functions, and powers of the legislative, executive, and judicial branches; electoral systems and political participation; constitutional review and the Constitutional Court; emergency regimes; the constitutional status of local governments; national and international mechanisms for the protection of human rights; and current developments in constitutional law.

| 5. | Evaluates the constitutional status of local governments, the principle of decentralization, and their relationship with the central government in accordance with constitutional provisions. |
| 6. | Develops solution proposals by evaluating current constitutional developments, constitutional amendments, and constitutional issues from a legal perspective. |
