To teach the fundamental concepts, principles, and sources of administrative law; to provide students with an understanding of the legal framework governing the organization, duties, powers, and activities of the administration; to enable students to analyze the legal structure of central and local governments, administrative acts and actions, public services, law enforcement activities, public officials, administrative liability, and administrative judicial processes; and to equip students with the ability to evaluate administrative disputes and develop solutions in accordance with the principles of the rule of law, the public interest, accountability, ethics, and good governance.
The definition, scope, characteristics, and sources of administrative law; the principle of the rule of law and the administration’s obligation to comply with the law; the establishment, organization, and functions of the administration; the legal structure of central government, decentralized administration, and local governments; the powers of the administration, public legal personality, and administrative organization; administrative acts and actions, elements of legality, and the enforcement of administrative acts; public service, law enforcement activities, and public property; the legal status of public officials; the legal liability of the administration; administrative oversight and the administrative judiciary system; the administrative structure and service processes of local governments; the principles of ethics, transparency, accountability, participation, and good governance in public administration, as well as current practices in administrative law, are covered in this course.
