Objectives of the Course

The aim of this course is to enable students to understand the fundamental concepts of administrative law, the Turkish administrative organization, the duties and powers of the administration, administrative actions, the responsibility of the administration, and the administrative judicial system. By the end of the course, students are expected to be able to evaluate administrative actions carried out in public institutions from a legal perspective, analyze administrative disputes, and make professional decisions in accordance with the principle of legality in public administration.

Course Content

The definition, sources and basic principles of administrative law, the establishment and organization of the administration, the principles of central government and decentralization, public legal entity, the duties and powers of the administration, administrative transactions and administrative contracts, the legal status of public officials, public service and law enforcement activities, the financial and legal responsibility of the administration, administrative audit, administrative justice system, types of administrative cases, stay of execution, annulment and full jurisdiction cases, and the applications of administrative law in public financial management are examined.

2.Analyzes the Turkish administrative organization, central government and decentralization structure.
3.Evaluates administrative transactions, administrative actions and legal processes related to the execution of public services.
4.Interprets the responsibility of the administration, administrative control mechanisms and administrative judicial remedies.
5.It analyzes administrative transactions carried out in public institutions within the framework of legality, ethical principles and public interest and develops solution suggestions.

The principle of the rule of law, the principle of legality of the administration and the powers of the administration

Turkish administrative structure: Central administration and provincial organization.
Week 4 - Theoretical
Decentralized government organizations, local administrations and public legal entities
Week 5 - Theoretical
The concept of public service, execution of public services and law enforcement activities

Administrative procedures, administrative actions, and administrative contracts

Public officials law, public personnel system and disciplinary provisions

Annulment case, full jurisdiction case, stay of execution and current judicial decisions

Administrative law applications in public financial management: Case studies from tax administration, municipalities, social security institutions and other public institutions
