Objectives of the Course

The aim of this course is to enable students to read and interpret zoning plans, zoning status documents, and construction conditions at a basic level.

Course Content

The course covers the concept of zoning, types of plans, reading zoning plans, plan notes, site coverage ratio, floor area ratio, setback distances, building permits, occupancy permits, special status areas, and the importance of zoning knowledge in real estate transactions.

Week 1 - Theoretical
Introduction to Zoning Knowledge: The concepts of zoning, urbanization, planning, construction, and the importance of zoning knowledge for the real estate sector are explained.
Week 2 - Theoretical
Planning System and Types of Plans: The relationship between national plans, regional plans, environmental plans, master zoning plans, and implementation zoning plans is explained.
Week 3 - Theoretical
Basics of Reading Zoning Plans: Plan legends, plan notes, land-use decisions, construction conditions, and plan boundaries are discussed.
Week 4 - Theoretical
Concepts of Land, Plot, and Parcel: The concepts of land, plot, cadastral parcel, zoning parcel, block, map sheet, and parcel are related to real estate practices.
Week 5 - Theoretical
Zoning Status Document: The content of the zoning status document, construction conditions, land-use information, and its importance in real estate valuation are explained.
Week 6 - Theoretical
Construction Conditions: Basic construction concepts such as site coverage ratio, floor area ratio, building height, setback distances, number of floors, and building order are explained.
Week 7 - Practice
Practical Plan Reading: A basic evaluation is carried out using a sample zoning plan and zoning status document.

Land-Use Decisions and Area Types: Plan decisions such as residential, commercial, industrial, tourism, social facility, park, road, and public areas are explained.

Plan Notes and Restrictive Provisions: The legal and technical importance of plan notes, special provisions, construction restrictions, and their practical effects are explained.
Week 10 - Theoretical
Building Permit and Occupancy Permit Processes: Building permits, occupancy permits, illegal buildings, unlicensed structures, and their importance in real estate transactions are discussed.
Week 11 - Theoretical
Urban Transformation and Risky Buildings: Urban transformation, risky building identification, renewal processes, and their effects on the real estate market are explained.
Week 12 - Theoretical
Conservation Areas and Special Status Areas: Zoning restrictions in conservation sites, agricultural areas, forest areas, coastal areas, military zones, and similar special status areas are explained.
Week 13 - Theoretical
Use of Zoning Knowledge in the Real Estate Sector: The responsibilities of real estate agents in zoning inquiry, plan reading, accurate client information, and risk analysis are discussed.
Week 14 - Theoretical
General Review and Sample Property Analysis: The semester topics are reviewed; zoning information is evaluated through a sample property.
