Objectives of the Course

The aim of this course is to enable students to evaluate housing policies and urban transformation processes in social, economic, legal, and real estate market dimensions.

Course Content

The course covers housing policies, the right to shelter, social housing, housing markets, urban transformation, risky buildings, risky areas, disaster risk, ownership rights, value increase, displacement, and effects on the real estate sector.

Weekly Detailed Course Contents
Week 1 - Theoretical
Introduction to Housing and Urban Transformation Policies: The concepts of housing, right to shelter, urbanization, urban transformation, and public policy are explained.
Week 2 - Theoretical
Economic and Social Dimensions of Housing: Housing is discussed not only as a shelter but also as an investment, a social status indicator, a quality-of-life factor, and an element of urban development.
Week 3 - Theoretical
Development of Housing Policies in Türkiye: Housing needs, informal settlements, mass housing, social housing, and market-oriented housing production from the Republican period to the present are examined in general terms.
Week 4 - Theoretical
Housing Market and the Real Estate Sector: Supply-demand balance, housing prices, rental markets, housing loans, investment-oriented housing purchases, and the role of real estate agents are explained.
Week 5 - Theoretical
Social Housing Policies: Low-income groups, first-time homebuyers, rent burden, affordable housing, and publicly supported housing projects are discussed.
Week 6 - Theoretical
Basic Concepts of Urban Transformation: Concepts such as urban renewal, rehabilitation, redevelopment, risky building, risky area, and reserve building area are explained.
Week 7 - Practice
Housing Policy Case Evaluation: Students are asked to evaluate basic problems through a sample neighborhood, housing area, or urban transformation project.
Week 8 - Theoretical
Disaster Risk and Urban Transformation: Earthquake risk, building safety, old building stock, risky building identification, and disaster-resilient urbanization are discussed.
Week 9 - Theoretical
Actors in the Urban Transformation Process: The roles of central government, municipalities, TOKİ, contractors, property owners, tenants, real estate agents, and civil society are explained.
Week 10 - Theoretical
Ownership Rights, Property, and Reconciliation Processes: Property owner rights, tenant status, shared ownership, condominium ownership, contracts, reconciliation, and objection processes are examined at a basic level.
Week 11 - Theoretical
Economic Effects of Urban Transformation: Value increase, rent increase, displacement risk, investment opportunities, cost sharing, and effects on the real estate market are evaluated.
Week 12 - Theoretical
Social and Ethical Issues in Urban Transformation: Neighborhood culture, social justice, displacement, participation, transparency, informing property owners, and ethical responsibilities are discussed.
Week 13 - Theoretical
Use of Urban Transformation Knowledge in the Real Estate Sector: The roles of real estate agents in analyzing transformation areas, accurately informing clients, explaining risks, and supporting investment decisions are explained.
Week 14 - Theoretical
General Review and Practical Urban Transformation Analysis: The semester topics are reviewed; students are asked to prepare a short urban transformation policy and real estate impact analysis for a sample housing area.
