Objectives of the Course

The aim of this course is to enable students to learn the basic structure of public administration and recognize public institutions related to the real estate sector.

Course Content

The course covers the state, public service, central administration, local governments, municipalities, public institutions, administrative acts, e-government, land registry-cadastre institutions, zoning processes, public ethics, and disaster management.

Weekly Detailed Course Contents
Week 1 - Theoretical
Introduction to Public Administration: The concepts of public administration, state, public service, public interest, and the role of public administration in social life are explained.
Week 2 - Theoretical
State and Administrative Structure: Central administration, decentralization, public institutions, and the basic structure of administrative organization are discussed in general terms.
Week 3 - Theoretical
Central Government Institutions: Ministries, governorships, district governorships, and the duties of provincial organizations of the central government are explained.
Week 4 - Theoretical
Introduction to Local Governments: Local government units such as municipalities, metropolitan municipalities, special provincial administrations, and village administrations are introduced.
Week 5 - Theoretical
Municipalities and the Real Estate Sector: Municipal services such as zoning, permits, property tax, fair value, numbering, and urban planning are related to the real estate sector.
Week 6 - Theoretical
Public Service and Citizen-Oriented Administration: The characteristics of public service, citizen satisfaction, service quality, accessibility, and application processes in public institutions are discussed.
Week 7 - Practice
Public Institution Review: Students are asked to evaluate the real estate-related duties of a public institution such as a municipality, land registry office, cadastral unit, or district governorship.
Week 8 - Theoretical
Administrative Acts and Decision-Making Processes: Basic administrative processes such as administrative acts, applications, petitions, permits, licenses, approvals, refusals, and objections are explained.
Week 9 - Theoretical
Relationship Between Zoning Management and Public Administration: Zoning plans, building permits, occupancy permits, urban transformation, and the effects of municipal decisions on real estate are discussed.
Week 10 - Theoretical
Land Registry, Cadastre, and Inter-Institutional Public Operations: Data, document, and transaction relations among land registry offices, cadastral units, municipalities, and other public institutions are examined.
Week 11 - Theoretical
E-Government and Digital Public Services: E-Government, municipal e-services, online applications, parcel inquiry, and digital access to land registry and zoning information are explained.
Week 12 - Theoretical
Ethics, Transparency, and Accountability in Public Administration: Ethical responsibilities of public officials, impartiality, transparency, right to information, and anti-corruption issues are covered.
Week 13 - Theoretical
Public Administration, Disaster, and Urban Risk Management: Disaster management, risky areas, building safety, urban resilience, and the roles of public institutions before and after disasters are explained.
Week 14 - Theoretical
General Review and Practical Public Administration Scenario: The semester topics are reviewed; students are asked to evaluate a real estate transaction together with municipality, land registry, cadastre, and e-government processes.
