Objectives of the Course

The aim of this course is to enable students to learn the management, allocation, leasing, sale, tendering, and public interest dimensions of publicly owned real estate.

Course Content

The course covers public real estate, Treasury properties, municipal properties, National Real Estate units, inventory, allocation, leasing, permission to use, sale, exchange, tendering, occupation fees, easement rights, municipal real estate, and zoning relations.

Weekly Detailed Course Contents
Week 1 - Theoretical
Introduction to Public Real Estate Management: The concepts of public real estate, Treasury property, municipal property, public property, and publicly owned private property are explained.
Week 2 - Theoretical
Types of Public Real Estate: Areas under the authority and disposal of the State, Treasury properties, municipal properties, public service areas, and common-use areas are discussed.
Week 3 - Theoretical
Institutions Related to Public Real Estate: The roles of National Real Estate units, municipalities, special provincial administrations, land registry-cadastre units, environment-urbanization units, and other public institutions are introduced.
Week 4 - Theoretical
Registration and Inventory of Public Real Estate: Identification, registration, inventory creation, title deed records, and real estate information systems for public properties are explained.
Week 5 - Theoretical
Allocation and Reservation for Public Services: The allocation of public real estate for schools, hospitals, parks, roads, administrative buildings, and similar public services is discussed.
Week 6 - Theoretical
Leasing and Permission-to-Use Procedures: Leasing of public real estate, temporary use permissions, lease duration, purpose of use, obligations, and their importance for the real estate sector are explained.
Week 7 - Practice
Public Real Estate Case Evaluation: Students are asked to evaluate a sample public property in terms of use purpose, allocation status, leasing potential, or sales potential.
Week 8 - Theoretical
Sale, Exchange, and Transfer Procedures: The sale, exchange, free transfer, and related administrative procedures of public real estate are discussed at a basic level.
Week 9 - Theoretical
Tender Processes and Valuation: Tendering, estimated value, fair value, valuation, announcement, application, and competition principles in public real estate are explained.
Week 10 - Theoretical
Occupation Fee and Unauthorized Use Management: Unauthorized use, occupation, occupation fee, eviction, and the administration’s responsibility to protect public properties are discussed.
Week 11 - Theoretical
Easement Rights and Allocation for Investments: Establishing easement rights on public properties and allocating land for investment projects such as energy, tourism, industry, and social facilities are explained.
Week 12 - Theoretical
Municipal Real Estate and Local Government Practices: The management of municipal land, buildings, social facilities, marketplaces, parking areas, and rental workplaces is examined.
Week 13 - Theoretical
Public Real Estate, Zoning, and Urban Development: The relationship between public real estate and zoning plans, social facility areas, urban transformation, disaster risk, and urban development is evaluated.
Week 14 - Theoretical
General Review and Practical Public Real Estate Analysis: The semester topics are reviewed; students are asked to prepare a short analysis of a sample public property in terms of use, value, legislation, tendering, and public interest.
