Objectives of the Course

The aim of this course is to analyze the multidimensional effects of digitalization on public and private sector management processes and to evaluate the implications of digital transformation on organizational structures, decision-making, leadership, service delivery, and human resources management through a theoretical and analytical lens. The course aims to equip students with in-depth knowledge of emerging governance models in the digital age, data-driven decision-making, artificial intelligence, big data, algorithmic management, e-government applications, and digital ethics. It emphasizes the understanding of digitalization not merely as a technological shift, but as a sociotechnical transformation that reshapes organizational culture, operational methods, and public policy.

Course Content

The Digital Management course explores the transformation brought about by digital technologies in managerial structures and public policies through an interdisciplinary perspective. It addresses how digitalization interacts with classical and contemporary management theories, the role of data analytics and algorithmic decision systems, digital leadership, e-participation, e-government, and smart city applications. The course also examines the effects of digitalization on workforce structures, labor relations, and institutional ethics, aiming to provide students with a holistic understanding of management in the digital age.

The intersection of digitalization with classical and contemporary management theories is examined through bureaucratic, Taylorist, human relations, and systems approaches.
Week 4 - Theoretical
The digitalization of state-citizen relations is explored through e-participation, e-services, e-monitoring, and transparency mechanisms.
Week 5 - Theoretical
Leadership styles are redefined within the digital context, focusing on the roles, competencies, and influence of digital leaders in transformation processes.

The rise of data analytics in public policy, AI-based decision support systems, and algorithmic governance models are comprehensively analyzed.
Week 7 - Theoretical
Digital rights, data security, privacy protection, and managerial responsibility are discussed within the framework of digital ethics.

The transformation of policy formulation, implementation, and evaluation through digital tools is explored using real-world examples.
