Objectives of the Course

The objective of this course is to enable students to examine the theory and practice of public administration through a gender perspective. By examining how gender equality principles are applied in public policy analysis, personnel management, and budgeting processes, it aims to provide students with a gender-sensitive administrative mindset.

Course Content

Within the scope of the course; the place of the gender concept in public administration literature, representation justice in public institutions, glass ceiling syndrome, and gender balance in the merit system are addressed. Additionally, gender-responsive budgeting (GRB) techniques and public policies in Türkiye are discussed through case studies within the framework of international conventions.

1.Explains the effects of the gender concept on public administration theories within a historical process.
2.Analyzes female representation in public institutions and barriers encountered in senior management (glass ceiling, etc.).
3.Applies gender-responsive budgeting principles to public financial management processes.
4.Evaluates merit and employment policies in the public personnel regime within the context of gender equality.
5.Critically assesses public policies within the framework of international standards and legal regulations in Türkiye.
6.Integrates the strategy of gender mainstreaming into all stages of public policy-making.
7.Analyzes the institutional and cultural causes of invisible barriers such as the glass ceiling and glass cliff in public organizations.
8.Applies gender-responsive budgeting analyses at the local and central government levels.
9.Evaluates women's participation in women-friendly cities and local political mechanisms within the context of democratic governance.
10.Discusses the impact of work-life balance policies on productivity and equality in public personnel management.
