Objectives of the Course

The objective of this course is to enable students to gain a theoretical depth in the information society and e-government ecosystem. Within the scope of the course, digital transformation strategies in Türkiye and around the world are analyzed from a comparative perspective, aiming to help students develop a critical viewpoint on the functioning and future of modern public administration models.

Course Content

This course comprehensively explores the technological and sociological foundations of the information society and the role of the e-government model within public administration. The content encompasses the conceptual framework, organizational and legal structures, financial management, and technological infrastructure of digital government. While e-government practices in Türkiye are examined through historical and contemporary lenses, the course aims to provide students with proficiency in the operational dynamics of digital public administration models through comparative analyses with global examples.

4.Critically assesses the barriers and areas for improvement encountered in digital public administration processes.
5.Interprets the impact of modern governance models and current technological trends on public service delivery.
6.Analyzes the importance of data security, protection of personal data, and cybersecurity policies in e-government applications.
7.Evaluates the impact of e-government and smart city applications in local governments on citizen participation.
8.Discusses the digital divide issues emerging in the digitalization of public services and proposes potential solutions.
9.Interprets the role of emerging technologies such as artificial intelligence and big data in the transition from e-government to algocracy.
10.Analyzes the structural effects of digital transformation projects on the public personnel regime and bureaucratic organization.
