Objectives of the Course

The aim of this course is to examine the theoretical debates regarding the state and bureaucracy, taking into account economic, social, and administrative developments, by tracing the process from the feudal state—the root of the development of the modern state and capitalism—to the present day, following the categorization of humanity’s forms of economic and social organization and the development of the modern state, as covered in the course “Theories of the State and Bureaucracy I,” using a specific methodological approach.

Course Content

The development and characteristics of feudalism and the feudal state; state theory in feudalism: John of Salisbury and Thomas Aquinas; the development, characteristics, and theorists of the absolutist centralized state model: Machiavelli, Bodin, Hobbes; the development of capitalism and the construction of the modern nation-state; state theory in the Age of Enlightenment: Montesquieu, Locke, J.J. Rousseau, the Industrial Revolution, capitalism, civil society, and state theory: Hegel and Marx, modern capitalist nation-state theory: Bureaucracy as an Organizational Model and Max Weber, approaches to bureaucracy: Mises, Mosca, Pareto, Michels, Rizzi, current debates regarding the modern nation-state and bureaucracy.
