Objectives of the Course

The purpose of this course is to teach students the structure of the administrative organization and the concepts that underpin it; to explain the scope of the administration’s activities within the framework of the public interest; to define the powers of the administration, which exercises public authority, and the legal limits of those powers; and to describe the relevant enforcement mechanisms.

Course Content

Comprehensive information on the fundamental concepts and sources of administrative law, the administrative organization, the functioning of the administration, and the characteristics and bodies of local governments.

Learning Outcomes
1.They can understand how the administrative structure in Turkey functions in terms of its institutional framework and internal operations, and explain the relationship between citizens and the state within the framework of the law.
2.They can distinguish between administrative units, the legal personality of the public sector, and public administrations and public institutions, and understand their authorities and responsibilities within the legal framework.
3.To be able to comprehend how administrative judgment works in Turkey and to be able to comprehend the role of Administrative Courts in judicial review.
4.Students can gain a comparative understanding of local governments, their characteristics, and the duties and authorities of their governing bodies.
5.Can distinguish between local government organizations and independent administrative authorities based on their characteristics, and can explain their characteristics, types, duties, and powers.
