Objectives of the Course

The purpose of this course is to teach students, within the context of the fundamental concepts of Administrative Law, the characteristics and elements of administrative decisions, the types of regulatory acts and decision-making processes, the types of administrative contracts, the procedures and principles governing the operation of public services, types of law enforcement agencies, their powers and duties, the basic stages of the expropriation process, the liability of the administration, and the fundamental principles of administrative justice.

Course Content

The characteristics, types, and elements of administrative decisions; the administrative authority’s regulatory actions and types of contracts; the concept of public service and the procedures and principles governing its provision; types of law enforcement agencies, their powers and duties; the concept of a public official, their powers, and the procedures and principles governing their duties; the expropriation process; the responsibilities of the administrative authority; and the fundamental characteristics of administrative justice.

Learning Outcomes
1.Can understand and distinguish the characteristics and types of administrative procedures in Turkey.
2.By understanding the elements of administrative decisions, they know what legal consequences may arise from the absence of such elements and can grasp this process within the context of the relationship between the state and its citizens.
3.Understands the types of administrative contracts in Turkey and their characteristics, and can distinguish the various forms of public service delivery within the legal framework.
4.By understanding the types of law enforcement agencies, their authority, and their duties, one can explain the government’s security services within the framework of citizens’ rights.
5.You can learn about the concept of a public servant, the requirements, their authority and duties, the procedures and principles, and disciplinary processes.
6.Can explain the forms of public procurement, its procedures and principles, the responsibilities of the administration, and the judicial and non-judicial oversight of the administration, as well as the types of such oversight.
