Understanding the similarities and differences in the methods by which public services are carried out by administrative bodies and private legal entities.
Although public services are traditionally carried out by the administration, nowadays private individuals frequently participate in their provision. Private individuals, authorized by the administration, carry out public services under the administration's supervision and control. They do so either through a license, a unilateral act of the administration, or through a contract concluded between themselves and the administration. This course focuses on the methods by which public services are provided by both the administration and private individuals.
