Objectives of the Course

The aim is to equip students with the ability to analyze the processes of health policy formation, their relationship with health systems and financing models, national and international health priorities, equity and access dimensions, and the impact of these policies on public health and nutrition and dietetics practices.

Course Content

The concepts of health and disease; the public health approach; social determinants and political economy of health; the health policy cycle; international health organizations and sustainable development goals; health systems and stakeholders; organization, financing, and expenditure of health services; the history of health policies and health reforms in Turkey; health indicators and priority issues in the world and in Turkey; equity, access, and ethics in health services; the impacts of globalization, migration, climate crisis, and pandemics on health policies; policy examples and policy analysis related to the field of nutrition and dietetics.

1.Explains the concepts of health, disease, public health, health system, and health policy; and defines the basic stages of the health policy cycle.
2.Evaluates social, economic, cultural, and environmental determinants affecting public health by relating them to health indicators.
3.Compares the roles of national and international health organizations, global health priorities, and different approaches to health systems.
4.Analyzes the organization, financing, healthcare expenditures, access, and equity aspects of healthcare services.
5.Evaluates the effects of health policies on preventive health services, community nutrition, and nutrition and dietetics practices.
6.Develops evidence-based, ethical, sustainable, and interdisciplinary policy solutions for priority problems in healthcare.

Week 1 - Theoretical
Introduction to the course: concepts of health, illness, public health, and health policy.
Week 2 - Theoretical
Social determinants of health and the political economy of health.
Week 3 - Theoretical
The health policy cycle: agenda setting, policy development, implementation, and evaluation
Week 4 - Theoretical
International health organizations: WHO, OECD, World Bank, UNICEF, and the Sustainable Development Goals.
Week 5 - Theoretical
Health systems, stakeholders, governance, and the structure of the Turkish health system.
Week 6 - Theoretical
Healthcare financing, healthcare spending, and universal health coverage.
Week 7 - Theoretical
History of health policies in Türkiye: The Republican era, key areas of transformation and institutional structure.
Week 8 - Theoretical
Midterm exam and integrated assessment of the first 7 weeks
Week 9 - Theoretical
The state of health worldwide, global health indicators and priority issues, and the evaluation of exam questions.
Week 10 - Theoretical
Health status, priority health issues and vulnerable groups in Turkey.
Week 11 - Theoretical
Equity, access, right to health, ethical and legal dimensions in healthcare services.

Globalization, migration, climate crisis, pandemics, and healthcare.

Health reforms, policy analysis, and policy examples related to the field of nutrition/dietetics.
